| The Transport and Communications Decade for Asia and the Pacific, 1984-1995 was proclaimed by the General Assembly in 1984 and subsequently adopted by Transport and Communications Ministers at a meeting in 1985. Mid-term reviews were undertaken to assess the impact of the first and second phases of the Decade in preparation for the Ministerial Conference on Infrastructure held in New Delhi in 1996. The Conference launched the New Delhi Action Plan on Infrastructure development and recommended for the preparation of the final evaluation report of the Decade in 1997. The presents report was prepared by the ESCAP secretariat to evaluate the Decade. The report also proposed a set of recommendations for the effective implementation of the New Delhi Action Plan on Infrastructure Development in Asia and the Pacific. |
