At the Fifth Asian and Pacific Ministerial Conference on Social Development, convened by ESCAP in Manila from 5 to 11 November 1997, governments from the region decided on the need to further accelerate the implementation of the Agenda for Action on Social Development in the ESCAP Region. One of the actions taken was to establish a social development information system to support the monitoring and evaluation of social development programmes.

This publication highlights pertinent issues and perspectives in a preliminary framework for countries interested in developing an integrated social development management information system by which to monitor social conditions in the country, to assess the progress made towards attaining the social development goals and targets to which they have committed themselves in the Regional Social Development Agenda and to make any necessary policy and programmes adjustments to accelerate social progress.
