The Macao Plan of Action the first regional plan devoted to issues relating to older persons was adopted at the Regional Meeting on a Plan of Action on Ageing for Asia and the Pacific at Macao, China, on 1 October 1998.  The Macao Plan of Action emphasizes the dual role of older persons as both participants in the national development process and beneficiaries of social progress.  It addresses seven major areas of concern relating to ageing and older persons, and recommending specific action to be taken for each of these areas.  Furthermore, by identifying the structures and processes of its implementation, the Plan envisages and encourages the active participation of governments, national and regional organizations, civil society and other entities in enhancing and safeguarding the well-being of older persons.
