A conceptual framework for a Regional Cooperative Policy Mechanism (RCPM) to promote the transfer of environmentally sound technology is presented. The legislative and thematic premises for a possible RCPM are outlined. It gives the objectives of Chapter 34 of Agenda 21 and its implementation status in the ESCAP region in order to determine the target areas for an RCPM. Proposals for making the RCPM into a practical working arrangement: activities and operational modalities are suggested. The promotion and development of environmentally sound indigenous technology is discussed. This volume is based on the "Workshop on a Regional Cooperative Policy Mechanism to Promote the Transfer of Environmentally Sound Technologies" held Bangkok from 26 to 28 October 1998.
