The operational capacities of logistics service providers have a direct impact on logistics performance in a country. Freight forwarders, multimodal transport operators and logistics service providers in ESCAP region are often small in size and the industry is fragmented. To enhance the professionalism and competitiveness of logistics service, it is important to discuss, among other things, the establishment of minimum standards and codes of conduct in the industry.

The publication of the guidelines for minimum standards and codes of conduct for freight forwarders, multimodal transport operators and logistics service providers was mandated by ESCAP member States, as indicated in the Regional Action Programme for Transport Development in Asia and the Pacific, phase I (2007-2011), and Bangkok Declaration on Transport Development in Asia.

The purpose of the Guidelines is to provide governments and industry of member countries with a tool for formulating, reviewing and revising relevant regulations in order to enhance the professionalism and competitiveness of freight forwarders, non-vessel operating common carriers (NVOCCs) and multimodal transport operators (MTOs) in the ESCAP region.
