| ESCAP has implemented the technical cooperation project entitled “Subnational Innovation Systems and Technology Capacity-building Policies to Enhance Competitiveness of SMEs” from June 2005, to July 2007. With this project ESCAP aimed to provide policymakers with the capacity necessary for policy making with respect to local SME competitiveness based on an effective SIS. As a result of the project ESCAP disseminated in 2007 a comprehensive publication, ‘Enhancing the competitiveness of SMES: sub national innovation systems and technological capacity-building policies’. This on-online publication is another condensed form of former publication with some amendment and augmented with substantial policy guidance for that. The present publication combines the main overview of the SIS concept from the previous publication with substantial concise guidance on how to build an innovation system and on what should be considered in a region or a country. Definition of innovation, concept of national and sub national innovation system which are different from a company internal innovation, important factors for SIS development from successful examples are included for understanding national innovation and sub national innovation. Also, the relationship and linkage between SME’s and innovation policy was introduced. Lastly, substantial guidance for building a national (sub national) innovation system was provided to help to step forward to evolve a related policy in a country. |
