Evidence-based policy making consists of using statistical and other techniques in obtaining sound and transparent data to be used in the consultative process between government and other stakeholders in any area of public policymaking, including trade policy. In the international trade context, an indicator is an index or a ratio which can be used to describe and assess the state of trade flows and trade patterns of a particular economy or economies and can be used to monitor these flows and patterns over time or across economies/regions. This handbook details the most commonly used indicators related to the real side of economy. In each case, the indicators are presented with a non-technical definition, notes on usage, the range of values, interpretation and limitations, and a simple application to give an idea of how the indicator might be used. The handbook also contains more technical information, including a formal mathematical definitions, potential data sources, and a numerical example of the calculations required for each indicator.
