| This study highlights some of the specific challenges and inefficiencies associated with importation, exportation and transit requirements, which are experienced by selected landlocked countries in the Caucasus and Central Asia. Excessive paperwork and procedures, high transport costs, unfavourable regulatory frameworks, insufficient coordination among institutions, inadequate involvement of private sector and lack of transparency in trade and customs procedures can be a stumbling block to integration of these countries into the global economy by impairing their export competitiveness. Part One of the study looks at trade facilitation in Asia Pacific region in general and at the problems, needs and priorities of landlocked developing countries. It also provides policy recommendations to enhance institutional infrastructure of landlocked developing countries for trade facilitation. Part Two provides country case studies on trade facilitation conditions in Armenia, Azerbaijan, Kazakhstan, Kyrgyzstan, Mongolia, Tajikistan and Uzbekistan, which are based on the findings of the advisory missions UNESCAP undertook during the period of 2003 – 2006. |
