In recent years, the need to create better managed, more commercially-responsive and market-led railways has been widely recognized. In consequence, many countries have introduced reforms designed to improve the operational and financial performance of national railways. These reforms, widely-referred to as ‘railway restructuring’, have followed a number of models. The study is intended to assist policy makers, transport planning authorities and railway managers in ESCAP member countries by identifying alternative models of railway restructuring, formulating broad guidelines to face the challenge of railway restructuring with adequate background information and giving an overview of the salient features of related experiences in major rail-operating countries in both Asia and Europe.
