| Information and communication technology (ICT) has become an important tool for creating of an enabling environment for sustainable development. To fully utilize the benefits and opportunities brought about by the new technology and boost foreign direct investment in ICT sector, Asia-Pacific countries should be able to provide an enabling environment to foreign high-tech investors and promoters of new technology. Among others, adequate protection mechanisms for intellectual property rights are considered vital to attract such investment and the transfer of technology. This publication attempts to provide information regarding the importance of intellectual property rights and the implication for investment in and development of ICT. It should also help in interpreting this knowledge and information correctly to harness the full potential of ICT and, eventually, bridge the digital divide among and within the countries with economies in transition and their integration into the economic development of the Asia-Pacific region. |
