These disasters unleashed multiple hazards to society, particularly to the poorest who are the most vulnerable to these threats. While provisions for recovery were and are being provided through various international and national relief efforts, there has also been a strong world-wide recognition, to undertake longer-term, well-coordinated, and more concerted efforts to mitigate the impact of natural disasters through disaster prevention and preparedness measures.
The Trust Fund represents a contribution from UNESCAP to the international community’s response to developing early warning systems for tsunamis and other natural hazards in the Indian Ocean and Southeast Asia. UNESCAP recognizes that other national, regional and global entities are working towards achieving this common goal and that they bring certain strengths and abilities to realize this endeavor. UNESCAP is following an inclusive approach to partnering with other UN agencies such as OCHA, IOC-UNESCO, UN/ISDR, UNDP, as well as global, regional, and national entities in order to ensure optimal synergies with other efforts, avoid duplication of work and lead to a more effective and better coordinated response.
