Multi-hazard scope: The Trust Fund addresses regional early warning arrangements for tsunamis. As the principles of disaster preparedness and prevention can be applied to relatively low frequency events such as tsunamis but also to other natural disasters, a multi-hazard scope of projects will be considered.

Open-ended nature: The Trust Fund's operations are open-ended in duration.

2 year project duration: Approved projects can have a maximum duration of up to and including 2 years.

Capacity development focus: The focus of the Trust Fund is on capacity building aspects of early warning systems for tsunami. The Trust Fund aims to develop capacity by increasing awareness, knowledge, adequate skills, and pro-active readiness at regional, national, provincial and community levels to adequately address end-to-end early warning system components. As such, hardware components (i.e. equipment and infrastructure) should not be stand-alone components but rather that if they are present, they should contribute strongly to core capacity building aspects of the proposal.

Target countries: Projects should benefit countries located in the Indian Ocean and Southeast Asia that are also UNESCAP members.

Sector types: At a broad level, early warning system development consists of detection, communication, post-communication response, and resiliency building measures. The Trust Fund will comprise a portfolio of projects that appropriately address these issues.

Accordance with UN rules and regulations: All projects of the Trust Fund will adhere to UN rules and regulations, especially in regard to transparency, accountability, and inclusiveness.
