Provide advisory services to governments of the UNESCAP member and associate member countries in the Pacific, including:

• Building national capacity to formulate and coordinate development plans and programmes based on reviews of economic development needs and identification of development constraints;
• Providing advice on monitoring and evaluation of public financial policy and public sector reform; monitoring of development plan and policy implementation; advice on the development and implementation of public investment plans and on project appraisal techniques;
• Integrating internationally agreed development goals (such as the MDGs) into national development policies and plans; and building partnerships with civil society in reviewing, formulating and evaluating poverty reduction policies and programmes;
• Building national capacity to formulate sector plans and reviews; strategic plans and corporate plans for government agencies and integration of these into budgetary processes.
