How are the projects funded?

Most of the regular budgetary funding received from the UN member states and approved by the General Assembly is earmarked for policy-oriented, legislative, and analytical work as well as to cover operational and staff costs of UNESCAP headquarters. However, a portion of the UN regular budget funds is earmarked for our TC work.

The total budget from all sources of funding for technical cooperation for the 2006-2007 biennium is an estimated US$ 33 million. The two primary sources of funding are:

  • Regular budgetary funds received from the assessed contributions of all UN member states as approved by the UN General Assembly (20% of the total TC funds available);
  • Extra-budgetary funds received from resource partners such as governments, bilateral and multilateral agencies, and private entities (80% of the total TC funds available).
TC EXPENDITURE
How is the TC money spent?
The available TC funds are used to implement technical assistance projects, to provide regional advisory services, and to conduct activities to encourage South-South cooperation.

More than 45% of the funds are designated to projects aimed at managing globalization. Examples of projects under this purview are the development of the Asian Highway, providing alternative energy sources, and assisting governments’ accession into the World Trade Organization.

Projects aimed at reducing poverty, account for about 38% of the TC budget. The Saemaul Undong Community Development project in South Korea, projects assessing rural-urban linkages, and capacity building in statistics (to help monitor progress towards reducing poverty) are examples of TC-related projects under this theme.

Another 11% of the funds target Emerging Social Issues relating to projects associated with promoting the rights of vulnerable groups such as women, youth, people living with disabilities, older persons, and people living with HIV/AIDS.

The remaining funds are designated to multi-theme projects relating to monitoring and evaluation of technical cooperation projects, development of partnerships and promoting South-South cooperation.
