What is PMD?


The Programme Management Division (PMD) of UNESCAP serves as the responsible division for overall strategic programme planning, budgeting, monitoring and evaluation at UNESCAP. The Division comprises the Office of the Division Chief and two sections, namely the Programme Planning, Budget and Evaluation Section and the Technical Cooperation Section. What services does PMD provide?

In addition to overall strategic planning, PMD assists in the development of UNESCAP's technical cooperation programmes and manages all technical cooperation trust funds. As such, we are the central contact point for donor governments and partner agencies.

PMD also monitors and evaluates UNESCAP's programme implementation and budgetary performance, including delivery of its technical cooperation activities and regional advisory services.

We coordinate preparations for and servicing of annual sessions of the Commission related to programme planning, monitoring, and evaluation, and technical cooperation. On a monthly basis, we organize and service the meetings of the Advisory Committee of Permanent Representatives (ACPR).

What are UNESCAP's key programmes?


The key programmes of UNESCAP are categorized by three thematic priorities namely: 1) Reducing poverty; 2) Managing globalization; and 3) Addressing emerging social issues. These priorities provide the framework for the UNESCAP Programme of Work comprising eight interrelated and complementary subprogrammes:

What are the guidelines UNESCAP follows in deciding which projects to undertake?


The types of technical cooperation projects UNESCAP selects depend on the needs of member countries as assessed through the Common Country Assessment (CCAs) and United Nations Development Assistance Frameworks (UNDAFs). Technical cooperation projects are also selected based on the degree to which they utilize UNESCAP’s comparative advantages and complement the programme of work (derived from global and regional mandates and UNESCAP’s legislative framework). What are regional advisory services and how can I contact a regional adviser for help?


As part of our technical cooperation services, UNESCAP provides the services of a multidisciplinary team of regional advisers to member governments of Asia and the Pacific.

The regional advisory services support capacity-building efforts by developing countries and countries in transition through:

  • responding to requests of Governments for urgent on-the spot advice on policy-related issues;
  • providing governments with specific advice on sectoral matters relevant to country programmes; and
  • assisting governments in the formulation of projects and in programme evaluations leading to the enhancement of national programmes.

Our team of eight regional advisers provide technical advice to member governments in the areas of ICT policies and strategies, trade and investment policy, poverty reduction, economic statistics, environment and sustainable development, development economics and strategic planning, and social development and planning.

I would like to donate financial assistance to the UN/ESCAP. How can I do this?


UNESCAP accepts voluntary financial contributions for the purpose-specific trust funds it administers. Cheques or money orders made payable to “UNESCAP” may be sent to:

          Bangkok 10200, Thailand

The following funds are currently administered by ESCAP:

  • ESCAP Work Programme Trust Fund

    The fund assists UNESCAP beneficiary governments, particularly the least developed countries, landlocked countries and countries in transition, in addressing economic and social issues of priority concern.

  • ESCAP Pacific Trust Fund

    The fund assists UNESCAP beneficiary governments located in the Pacific in addressing economic and social issues of priority concern.

  • ESCAP technical cooperation trust fund for the Asian and the Pacific Decade of Disabled Persons

    The fund assists UNESCAP beneficiary governments in addressing issues related to persons with disability.

The United Nations cannot provide financial assistance to individuals or private organizations. Being an Organization of sovereign States, its funds are allocated only to programmes which have been officially approved by its Members.
