  I. Main Issues in Public Debt Management
  Understanding why public debt has to be managed effectively, what kinds of issues are involved in debt management and the complexities in a globalized environment is fundamental for achieving debt sustainability.
  II. Debt Management Functions
  Debt management is more than mobilization of domestic and external resources.
  III. Institutional and Operational Framework
  An effective and transparent institutional and operational framework is a must for efficient debt management.
  IV. Legistlative and Regulatory Framemwork
  Legislation and regulation are as necessary for public sector borrowing and its management as for any other aspects of financial management in the public sector.
  V. Monitoring External Debt and Contingent Liabilities
  An important lesson learned from the financial crises in the past is the need for monitoring external debt and contingent liabilities of the public sector.
  VI. Monitoring Private Non-guaranteed and Short-term External Debt
  Private sector debt could also be a catalyst fro a crisis and thus the need for monitoring.
  VII. Risk Management
  Taking excessive risk could invite crises. Thus risk management practices play a vital role in sound debt management.
  VIII. Use of Debt Indicators for Debt Sustainabiliy Analyses
  Indicators help us know where we are and take corrective action.
  IX. Debt Restructuring
  Debt restructuring helps debtor countries in preventing a debt crisis.
