"Lessons of the European Crisis for Regional Monetary and Financial Integration in East Asia"

The debt crisis in several member states of the euro area has raised doubts on the viability of European Economic and Monetary Union (EMU) and the future of the euro. While the launch of the euro in 1999 stirred a lot of interest in regional monetary integration and even monetary unification in various parts of the world, including East Asia, the current crisis has had the opposite effect, even raising expectations of a breakup of the euro area. Indeed, the crisis has highlighted the problems and tensions that will inevitably arise within a monetary union when imbalances build up and become unsustainable. The presentation will discuss the causes of the current European crisis and the challenges that EMU countries face in solving it. Based on this analysis, it will derive lessons for regional financial and monetary cooperation and integration in East Asia and beyond.

Ulrich Volz is a Senior Researcher at the German Development Institute / Deutsches Institut für Entwicklungspolitik (DIE) where he currently directs a research project on international capital flows. He also teaches courses in International Finance and International Monetary Relations at Freie Universität Berlin and on the Chinese Economy at the University of Leipzig. In the academic year 2011-2012 he was a Visiting Professor at Peking University’s School of Economics. He has held other visiting positions at the University of Oxford, the University of Birmingham, the European Central Bank, and Aoyama Gakuin University, Tokyo. Ulrich was a Fox International Fellow and Max Kade Scholar at Yale University, and also worked at the European Bank for Reconstruction and Development and the European Central Bank.

Ulrich is the editor or co-editor of several books, including Towards Monetary and Financial Integration in East Asia (Edward Elgar Publishing, 2009), Regional and Global Liquidity Arrangements (DIE, 2010), Regional Integration, Economic Development and Global Governance (Edward Elgar Publishing, 2011), and Financial Stability in Emerging Markets: Dealing with Global Liquidity (DIE, 2012). He is the author of Prospects for Monetary Cooperation and Integration in East Asia, published by the MIT Press in 2010.
