A Human Security Index covering 200 societies was released in 2008, and elaborated upon in an ESCAP Working Paper “From Human Development to Human Security: A Prototype Human Security Index”. Since then, there has been some interest in enhancing the process of developing, disseminating and using such an indicator. One country in the region appears to be taking a lead in exploring the potential of a HSI for strategizing national development. Many of you may remember David Hastings from his years spent in the United Nations Building. He is now back with the USA National Oceanic and Atmospheric Administration - with some of his work attempting to craft a Human Security Index with some subnational detail (e.g. states and ~3200 counties). His context includes potential enhancements in design and delivery of environmental or other hazard forecasts and warnings - for better positive impact. On his own time, he is working with some colleagues to pursue improvements in toward a collaborative process of crafting the HSI, including a virtual (Web-based) community for pursuing such collaborative work. This presentation will summarize the process to date, and offer ideas for possible leadership roles by the UN family in Bangkok.
