High-level Regional Policy Dialogue on the WTO Negotiating Agenda in Preparation in Cancun  (Bangkok, 10-12 June 2003) - The objective is to build negotiating capacity that will give our members the tools to negotiate and conclude agreements that will strengthen their participation in the multilateral trading system… and when countries cooperate on trade matters they are more likely to have peaceful relations. Expert Group Meeting and Seminar on an International Convention to Protect and Promote the Rights and Dignity of Persons with Disabilities  (Bangkok, 2-4 June 2003) - We have reached the point where we have to take action in response to the reality of persons with disabilities. 59th Commission Session (Bangkok, 24-25 April 2003) - This Commission session is not only unprecedented. It is also of some historic significance. At this session the application of Timor-Leste as the latest member of the Commission will be considered. With the inclusion of Timor-Leste, the membership of the Commission will increase to 62, comprising 53 members and 9 associate members. (68kb)

WTO/UNESCAP/MOC/PKU Advanced Training Programme for Senior Government Officials on the Doha Development Agenda Negotiations  (Beijing, 31 March - 11 April 2003) - So often we hear developing countries ask "What can the Doha Development Agenda do for us?" However, I believe that the more pertinent questions are: What can we do for the Doha Development Agenda to work for us? What is the role that each of us has to play in pursuit of trade and development? This is the task before you now, it will be the task ahead of you over the next two weeks and beyond when you return to your capitals. (83kb)

Standing Committee of the Bangkok Agreement, Nineteenth session  (Bangkok, 19-21 March 2003) - I sincerely believe in the potential of the Bangkok Agreement, and for this reason I will continue to place my full support behind all efforts to revitalize the Agreement…What is important for us now is to continue on the path that we have been following over the past year or more, and to not waver when we are so close to the final goal. Conference on Opportunities and Challenges in Petroleum and Mineral Sectors in Timor-Leste  (Timor-Leste, 5-7 March 2003) - The preliminary assessment of the mineral, oil and gas potential of Timor-Leste by UNESCAP has revealed that the non-renewable natural resources, within its territory of 19,000 square kilometers, warrant a detailed study to determine their commercial viability for exploitation, especially as such exploitation should preferably be undertaken by the private sector, which could provide the required risk capital. Such influx of capital could be effectively catalyzed by creating a conducive investment climate that should provide a "level playing field" for both the government and the foreign private sector. Fifth WTO/UNESCAP Trade Policy Course on WTO Agreements and the Doha Development Agenda  (Bangkok, 18-28 February 2003) - We see that both developed and developing countries remain as vulnerable to economic and financial crises as ever. As world peace and economic stability are threatened on a daily basis, we face many uncertainties. Under these circumstances, a real danger is that States might turn defensive and erect trade barriers to protect domestic interests. This should not happen: trade must be allowed to do its work. 2003 Asia Business Conference (Harvard Business School, Boston, 14-15 February 2003) - Effective poverty reduction and sustainable development needs a multifaceted multidisciplinary strategy with ownership of all the stakeholders; from governments and private sector to the common man. In this respect there are important lessons to be learnt from Japan and the Republic of Korea both at macro and micro levels. (114kb)

Fifth Asian and Pacific Population Conference (Bangkok, 16-17 December 2002) – Despite improvements in medicine and health, the menace posed by HIV/AIDS and other deadly diseases threatens our lives and well-being… Although many of our countries have been very successful in lowering their fertility rates, they are now faced with the demands of an ageing population. Committee on Transport, Communications, Tourism and Infrastructure Development (Bangkok, 13-15 November 2002) - To create an impact in assisting countries in addressing the transport issues of most significant concern to the region, this session's agenda is focused on a limited number of priority issues. International Forum on e-Policy and e-Government: Past, Present and Future (Seoul, 6-7 November 2002) - this conference and the partnership of the Global e-Policy and e-Government Institute as well as UNESCAP are expected to bring about new initiatives to accelerate e-Government in Asia and the Pacific. While there are many publicized success stories on e-Government, in some parts around the world including the Asian and Pacific region, the benefits from ICT have not been evenly spread. (157kb)

Fourth Asia Development Forum (Seoul, 3-5 November 2002) - Amid the current turmoil, the political ruling classes and the globalization process are being threatened by forces of self-interest. The imminent danger is that governments will react by turning defensive, looking inward and erecting trade barriers that will shield them from the global forces of change and competition. (187kb)

High-Level Intergovernmental Meeting to Conclude the Asian and Pacific Decade of Disabled Persons, 1993-2002 (Otsu, 25-28 October 2002) - the Biwako Millennium Framework is expected to provide regional policy recommendations to Governments in the region and concerned stakeholders to achieve the goals for the new decade. This document will also serve to guide UNESCAP's work on disability issues over the next ten years. (181kb)

United Nations Day (Bangkok, 24 October 2002) - On this special day, let us rededicate our efforts to the pursuit of the four objectives of the United Nations, which are: to maintain international peace and security; to develop friendly relations among nations; to cooperate in solving international problems and in promoting respect for human rights; and to be a centre for harmonizing the actions of nations. International Forum and Expo on Information Technology Innovation (Jinan, 18-21 October 2002) - The rapid advances in information technology pose an immense challenge for developing countries in the Asian and Pacific region to catch up or lag behind in their social and economic development (116kb)

The Fourth International Symposium and Exposition on Fruit/Vegetable (Yantai, 17-21 October 2002) - The official inauguration of APCAEM in Beijing is tentatively scheduled for late November 2002, immediately following its Governing Board meeting. As a new subsidiary body of UNESCAP, APCAEM is mandated to contribute to poverty reduction in the region in line with the Millennium Development Goals (MDGs). (137kb)

The Asia-Pacific Seminar on Regional Follow-up to the Second World Assembly on Ageing (Shanghai, 23-26 September 2002) - Populations in the region are set to age rapidly in the coming 50 years and much more rapidly than in more developed regions because of rapid increases in longevity and declines in fertility that have been achieved in the past decades (164kb)

World Summit on Sustainable Development (Johannesburg, 26 August - 4 September 2002) - The regional commissions, in particular, with their multisectoral expertise and inter-disciplinary work, are strategically placed to promote regional and subregional cooperation, enhance capacity-building and awareness and render technical assistance and advisory services, in natural resource management and governance. Asian Wise Persons' Forum 2002: Reducing Disparities: Rethinking Issues in Asian Development Changing Policies, Institutions and Mind Sets (Singapore, 19-20 August 2002) - the "Wise Persons Group" is requested to examine the nature and implications of the widening socio-economic disparities in Asia and other related issues, such as income and employment, agro-industry rehabilitation, foreign direct investment. Economic and Social Council (ECOSOC) Substantive session of 2002 (New York, 19 July 2002) - Economic growth slowed sharply in most economies of the ESCAP region in 2001. This slow-down re-ignited concerns about economic and social stability in several countries. For the near future, prospects for the region appear mixed. Consensus is that the ESCAP region should see a modest improvement in 2002 over 2001 performance as export growth picks up. (163kb)

Regional Seminar on Commercial Development of Ports as Logistics Centres (Bangkok, 11-12 July 2002) - ESCAP member countries operate more than 40% of the world's shipping fleet and the ESCAP region is home to nine of the world’s top twenty container shipping operators…However, these statistics do not paint the full picture. In most countries the transport and logistics systems are still inadequate… (172kb)

Fourth Asian Mayors Forum and Regional Workshop on Good Urban Governance for Poverty Reduction and Social Development Exchange of Tools, Techniques and Good Practices (Bangkok, 8-11 July 2002) - all too often in this region, urban policies and regulations do not effectively support poverty reduction. Accommodating the informal sector in the urban society and economy is an important contribution to urban poverty reduction, which means supporting initiatives of the poor. (162kb)

Bangkok Post - Reed Tradex Economic Forum, The Challenges of Global Trade (Bangkok, 8 July 2002) - it remains a matter of deep concern that for developing countries, WTO participation continues to be an onerous task for which they often find themselves inadequately equipped. This has hampered the ability of developing countries to take advantage of and defend their rights, as well as meet their obligations under the WTO agreements. (132kb)

First Conference on Public Participation of the Asia-Europe Meeting (ASEM) (Bangkok, 10-12 June 2002) - as the Asian and Pacific region embarks on a new millennium, it is clear that a new surge of interest, enthusiasm and activity is underway in the area of public participation. This should assist in overcoming the challenges of social, economic and cultural barriers towards participation of all stakeholders in sustainable development. (155kb)

The Presentation Ceremony for the ESCAP HRD Award (Bangkok, 20 May 2002) - We are gathered here today to honour the Participatory Development Training Centre of the Lao People's Democratic Republic. The Centre, popularly known as PADETC, is the winner of the 2001 ESCAP HRD Award, for its work on empowering the rural poor. (118kb)

Special Body on Pacific Island Developing Countries, 7th session (Bangkok, 14-15 May 2002) - Policy commitment by governments at the national and sub-regional levels, and action taken in close collaboration with organizations of people with disabilities, NGOs, and the civil society, will be necessary if people with disabilities in the Pacific island countries are to achieve an improved quality of life and full participation and equalization of opportunity. ADB Seminar on "Asia 2015" (Shanghai, 10 May 2002) - Asia's GDP grew at around 7 per cent a year, on the average, between 1985 and 2000. If we can repeat this between 2000 and 2015 our GDP will be about two and a quarter times bigger than in 2000, implying a huge growth in opportunities, jobs, and skills for the people of Asia. Expert Group Meeting on Development of Asian Highway Network (Bangkok, 8-10 May 2002, delivered by the DES, Officer-in-Charge, a.i. of the Secretariat) - This is the first opportunity for senior government officials from all 31 Asian Highway countries to meet and review the updated network. We therefore expect this meeting to be a milestone in the development of the Asian Highway, which will pave the way for stronger economic and cultural ties among member countries and improved access to some of the important markets in the world. The Second Substantive Meeting, Asia-Pacific Forum for Environment and Development (Jakarta, 4-5 May 2002) - many parts of the region suffer from water scarcity due to the combined effect of urbanization, population growth, overuse and system losses, and the limited availability of freshwater resources. Central Asia has the highest level of water stress, followed by South Asia. And the poor communities are the worst affected by acute water scarcity… (108kb)

Intergovernmental Meeting to Review the Conference Structure of the Commission, including Its Thematic Priorities and Its Subsidiary Structure (Bangkok, 26-28 March 2002) - This Meeting is being convened in response to Commission resolution 53/1 on "Restructuring the conference structure of the Commission". You will recall that under the terms of that resolution, a review of the conference structure of the Commission, including its thematic priorities and its subsidiary structure, is expected to be carried out no later than at the fifty-eighth session of the Commission. World Water Day (Bangkok, 22 March 2002, delivered by the DES, Officer-in-Charge, a.i. of the Secretariat) - The theme of this year's observance of World Day for Water – "Water for Development" –- reflects the fundamental place of water in sustaining life and conserving the environment. An estimated 1.1 billion people lack access to safe drinking water, 2.5 billion people have no access to proper sanitation, and more than 5 million people die each year from water-related diseases –- 10 times the number killed in wars, on average, each year.. Preparatory Committee for the Fifth Asian and Pacific Population Conference (Bangkok, 21-22 March 2002, delivered by the DES, Officer-in-Charge, a.i. of the Secretariat) - One main objective of the Fifth Asian Pacific Population Conference will be to review the population and development situation with particular emphasis on the links between population and poverty, on reproductive health and on gender issues. Third WTO/ESCAP Trade Policy Course on WTO and the Multilateral Trading System for Developing Economies (Bangkok, 18-29 March 2002, delivered by the DES, Officer-in-Charge, a.i. of the Secretariat) - Given its deep understanding of development problems and its close proximity to developing countries of the Asia-Pacific region, we believe that ESCAP in collaboration with WTO, is well placed to deliver such a training programme in a cost-effective and highly focused manner (134kb)

Third Meeting of Directors of Divisions Responsible for Transport in the Five United Nations Regional Commissions (Bangkok, 13-15 March 2002) - At a time when globalization is an inescapable fact of modern life, transport has a major role to play in ensuring that the benefits can be shared by people of all regions of the world. Second Meeting of the Regional Interagency Working Group on Information and Communication Technologies (ICT) (Bangkok, 11 March 2002) - Recognizing the vital role of application of ICT in poverty reduction and dealing with other social issues, and for managing the globalization for the benefit of developing countries in the region, ESCAP is promoting an interdisciplinary approach to dealing with ICT involving all of its substantive Divisions (115kb)

Conference on Microfinance and Governance (Bangkok, 6-8 March 2002, delivered by the DES, Officer-in-Charge, a.i. of the Secretariat) - Over the past two decades, microfinance services have empowered millions of poor in their fight against poverty by providing them with the needed capital...Instead of being on the receiving end of ad hoc donations, millions of poor now have their own savings, their own products and are able to determine their own fate. Meeting of the Advisory Panel on the ESCAP/UNDP Initiative to Support the Achievement of the Millennium Development Goals in Asia and the Pacific region (Bangkok, 28 February -1 March 2002) - In response to the special roles assigned to us, ESCAP and UNDP have come together to launch the joint initiative in supporting the achievements of the MDGs in the Asia and Pacific region.. First Preparatory Meeting for Setting up of the ICT Task Force Regional Network in Asia (Bangkok, 4 February 2002) - the United Nations ICT Task Force decided, at its first meeting held in New York on 19-20 November 2001, to approve the setting up of, initially, four regional ICT networks including one in Asia. The Task Force sees regional networks as conduits for such priority tasks as compiling and sharing accumulated experience, identifying region-specific goals and priorities and for supporting best practices. ESCAP ICT Training Seminar on "Advances and Implications of ICT to ESCAP Developing Countries" (Bangkok, 15 January 2002) - this training seminar conducted in cooperation with the Asian Institute of Technology will help in further improving the skills of the ESCAP staff so that they could effectively apply ICT in their assistance programmes towards furthering the economic and social progress of the Asian and Pacific Region. Asia-Pacific Forum for Environment and Development (Bangkok, 12-13 January 2002) - this Forum is being convened at a time when the focus of the preparatory process for the Johannesburg Summit is shifting from a regional to a global perspective.
