Introduction

One objective of the Fourth Ministerial Conference on Environment and Development to be held in Kita-Kyushu City, Japan from the 31st of August to the 5th of September, 2000 will be to assess progress made by Small Island Developing States of the Pacific towards the implementation of the Programme of Action for Sustainable Development of Small Island Developing States as adopted in the Barbados Conference 1994 and the Regional Action Programme for Environmentally Sound and Sustainable Development 1996 - 2000 adopted at MCED3, in November 1995 at Bangkok.
