  • Third WTO/ESCAP Trade Policy Course on WTO and the Multilateral Trading System for Developing Economies – 18-29 March, Bangkok.  Training topics included the General Agreement on Trade in Services and E-commerce.

  • ICT policy review from a gender perspective  -  The Expert Group Meeting to Review ICT Policy from a Gender Perspective (Bangkok, 18-19 December 2001) reviewed the national, regional and global initiatives for equal ICT access from a gender perspective to assess how these initiatives had been translated into gender-sensitive policies in the Asian and Pacific region.

  • Liberalisation of Internet Services  -  “Study on Liberalization of Internet Services” in the Maldives  - to help the Government of the Maldives in the Internet service liberalization process by providing expert advice in analyzing the market situation, regulatory requirements, and identifying procedures for international bidding and licensing.

  • Information Technology Development in the Greater Mekong Subregion  - To promote the development of the private sector through application of ICT – Main activities

  • Trade and Investment Promotion in Pacific Island Countries through Effective Use of ICT  -  to promote export and attract export-oriented FDI through use of ICT.  Activities - A Regional Workshop on Information Technology for Creating Trade and Investment and two National Training Workshop for trade and SME support organisations on the use of ICT for trade and investment development were conducted in 2002. Phase II has now been funded and will include a Regional Training Workshop on the use of ICT for Trade and Investment in Fiji as well as a Regional Training Workshop and Study Tour for senior officials of trade support institutions on regional cooperation and the use of ICT in Australia.

  • SME-e-commerce  - introductory training in various aspects of e-commerce for SMEs in the GMS. A series of national training workshops in the six GMS countries is planned for last quarter of 2002.

ECONOMIC POLICY FORMULATION
  • Use of ICT in macroeconomic policy analysis and modeling in the economies of Central Asia – to enhance the capacity of member countries to use models such as SAM, SHD and RMSMX for generating policy scenarios or simulations.

POPULATION/DEMOGRAPHY

  • Within the framework of Asia-Pacific Population Information Network (Asia-Pacific POPIN), annual training workshops were organized on selected topics of ICT for the last six years under the project entitled "human resources development on information technologies for population information professionals". Topics covered for the first few years include: use of the Internet for information gathering and dissemination; Web page development;and graphic software. Latest topics include:

    • Information repackaging and desktop publishing (2001)
    • Training workshop on creating databases with ISIS (2000)
    • Workshop on creating databases on the Web (1999)

    The training modules developed for these workshops are available on a CD-ROM.

ENVIRONMENT AND NATURAL RESOURCES - Space (Satellite) Technology Applications

    Regional Space Applications Programme for Sustainable Development (RESAP).  Objective - to strengthen national capacities in space technology applications for sustainable development and improved quality of life

    Main application fields of ICTs under RESAP

    • Integrated remote sensing and GIS applications for informed decision making, and environment, natural resources and disaster management
    • Integrating space technology and ICT with sustainable development planning
    • Networking of national focal points for the exchange of best practices and information related to the implementation of the Regional Action Programme

TRANSPORT and LOGISTICS

  • Rail transport - Traincost Railway Traffic Costing Model training seminars -  To facilitate railway management using IT to estimate the contribution of planned services to corporate profitability. The costing model was developed in 1997 and has been the focus of a series of national seminars. Malaysian Railways has adopted the model with many other countries requesting training seminars. 
  • Maritime transport - Networking in the maritime sector - To assist countries to participate in internet networking of actors in the maritime transport sector. The ESCAP Water Transport web site is the focus for the networking arrangements. The established networks are - MARINET (networking of shipping lines, ports and maritime administrations) and Maritime Manpower Planning (MMP) (networking of training institutes, shipping companies, manning agencies, seafarer associations and maritime administrations). Web page templates have been designed, constructed and distributed.
  • Road transport -  Asian Highway Database – to assist the region to use ICT for assessment of road assets and provide planning information for transport activity as well as for investment.  Ready for distribution. Further expansion of the database (geographic scope and data) is planned.    The  Asia-Pacific Regional Road Accident Database (APRAD) - will enhance national capacity for planning road safety initiatives using IT. Software for user-friendly retrieval and analysis of data from the database is being developed.
  • Multi-modal transport and logistics - Capacity building programme for policy makers and public and private sector industry in freight forwarding, multi-modal transport and logistics.  The programme will involve the development of training material including modules on ICT applications in the transport sector, logistics and supply-chain management.
  • Monitoring of ICT applications in  transport and logistics, and identification of best practice approaches, with a view to encouraging TCDC activity.
