Background and objectives:
Open Source Software (OSS) development and implementation of
Knowledge Management (KM) systems have been growing rapidly as an
alternative composition of software development and a way of
assisting organizations to gain insight and understanding from its
own experience, respectively. Consequently, there has been an
increase in the utilization of OSS and KM with the favourable policy
to disseminate its adaptation and applications
The meeting will assess the needs, and define
areas for open source software development and develop regional
strategies and mechanisms for promoting the use of open-source
software for knowledge management. The meeting will address the
following issues:
1.Open Source Software development: Challenges and Opportunities.
2.Development of a Knowledge-based Economy in Asia-Pacific: the role
of KM.
3. Knowledge Management in e-Government: Is Open Source the right
solution?
4. Mechanism to promote OSS development and knowledge sharing in the
region.
Participants:
Senior officials or experts on open source software and/or knowledge
management from participating countries, private software companies,
partners and invited speakers with the approximate participants of
around 30 persons. Each selected officials/experts, with experience
and expertise in the area open-source software development and
knowledge management, will present a country paper on the latest
open-source software developments and applications issues of ICT for
development and knowledge management related activities, and
conclusions and recommendations for possible future ESCAP technical
cooperation activities.
Outputs:
The meeting produced a final report based on country presentations
and group discussions during the meeting that could be used by all
member countries to enhance their promotion of the use and
development of Open Source Software and Knowledge Management. The
report provides guidelines and actionable information, which
include:
1. Specific institutional and capacity building needs for effective
implementation of knowledge management using open source software in
the participating countries and appropriate plan of action.
2. A checklist for countries to assess and enhance their open source
software development for knowledge management based on good
practices in the region.
