ITIC issues prompt warnings of impending hazards. For example, here is a description of one routine response to Sunday’s earthquake: http://www.noaanews.noaa.gov/stories2004/s2358.htm Within 15 minutes of the event, warnings had been sent to all scheduled recipients. Thus, if Indian Ocean countries were on the network, they could have been notified “well before” the tsunami struck all but the closest coastlines to the earthquake’s epicentre. A list of countries that receive international warnings, and of countries that, according to the producers, apparently do NOT receive such warnings: http://www.prh.noaa.gov/itic/more_about/itsu/countries_affected.html . Thailand is in the latter category.
