The Development of e-Business Development Services for SMEs in Selected ASEAN Countries and Southern China

ICT Applications Section had initiated the project, “The Development of e-Business Development Services for SMEs in Selected ASEAN countries and Southern China (GMS countries),” with financial support from UNDP and the Government of Japan.  The project goal was to enhance the capacity among enterprise support agencies and to make them capable of providing services to small and medium enterprises (SME’s) in how to adopt e-business by using information and communication technologies (ICT’s) as part of their business practices. The project had adopted a two-step approach: The SME support agencies are the primary target group who at the end of project will be able to carry out e-business support services for the SME clients they serve. The SME’s were to be considered as the ultimate beneficiaries of the project contributing the countries economic development and overall growth.

The project consisted of a range of activities from a baseline desk study of the current situation and a needs assessment survey to awareness-raising workshops and actual training of SME support agencies.  The project promoted SME use of information and communication technologies (ICTs) and engagement in e-business, by working with targeted enterprise support agencies to develop new and improve existing services to meet key needs and areas of demand for e-business.

Objectives
The project, in the medium term, contributed to poverty alleviation by increasing the competitiveness of SMEs in priority sectors. The project had: (1) Identified e-business development services needs and strategic direction for each targeted economy; (2) Convinced enterprise support agencies of the need and potential of e-business development services; (3) Improved and equipped e-business development services enterprises; and (4) Created awareness among businesses of the new/improved e-business development services.
