The workshop first reviewed national experiences in the implementation of unemployment insurance (UI) schemes in Asia and Latin America, with a focus on Viet Nam and the Republic of Korea, and then discussed in detail the characteristics of a suitable UI scheme for the Philippines based on such experiences. The workshop counted with the participation of government officials, experts, and representatives from employers and labor from the Philippines, Viet Nam and Republic of Korea. An important conclusion of the workshop was the need to consider integrated UI schemes, such as those from Viet Nam and Republic of Korea, which include not only an unemployment allowance but also active labor market policies such as career counseling, job matching, job fairs, and technical and vocational education and training (TVET).
