Subregional Meeting on Rail-based Intermodal Transport in Northeast and Central Asia

As part of its work to establish an international integrated intermodal transport and logistics system for the region, ESCAP is implementing a project entitled “Development of seamless rail-based intermodal transport services in Northeast and Central Asia for enhancing Euro-Asian transport linkages”. The project is being implemented with the active participation of transport officials and railway managers of China, Kazakhstan, Mongolia, the Republic of Korea and the Russian Federation.

Under the project, ESCAP has prepared study reports on “Documentation and Procedures for the Development of Seamless Rail-Based Intermodal Transport Services in Northeast and Central Asia”, including a proposed unified multimodal transport document, and on “Information Technology for Seamless Rail-Based Intermodal Transport Services in Northeast and Central Asia to Enhance Euro-Asian Transport Linkages”.

The recommendations of these study reports were discussed at finalized by two expert group meetings held in Bangkok in August 2016, and in Incheon Republic of Korea, in April 2017.

The Second Expert Group Meeting generally agreed on the proposed unified multimodal transport document and called upon the governments of the countries participating in the project to consider the possibility for its recognition by relevant control authorities as a document accompanying goods in the course of intermodal transportation with railway element. At the initial stage the proposed multimodal transport document could be implemented in the pilot mode as an optional arrangement not implying amendments to the relevant laws of the countries concerned.

The Meeting stressed the need to enhance paperless communication among transport companies and relevant government authorities of the countries participating in the project and expressed the opinion that enhancement of information interaction among the transport undertakings of different countries involved in intermodal transport operations could be achieved both by means of bilateral and multilateral cooperation.

ESCAP is organizing the Subregional Meeting on Rail-based Intermodal Transport in Northeast and Central Asia to summarize the project, present the final recommendations of the studies, discuss issues related to intermodal transport operations from the perspectives of governments, research institutes and private sector, and identify further steps towards streamlining rail-based intermodal transport operations in Northeast and Central Asia.

The Meeting is expected to provide a platform for exchange of opinions on key issues and priorities related to development of intermodal transport operations with railway element in their countries and on potential role of ESCAP in providing further technical assistance.

The Meeting is also supposed to discuss the ways for implementation of the recommendations of the studies on documentation (including the proposed unified multimodal transport document) and on information technology. The discussion is supposed to cover possible arrangements for pilot application of the proposed multimodal transport document, on modalities of enhancing information interaction among the transport undertakings of different countries involved in intermodal transport operations, and on potential follow-up to ESCAP’s project.
