Expert Group Meeting on the Regional Implementation of the Istanbul Declaration and Programme of Action for the Least Developed Countries
The Programme of Action of the Least Developed Countries for the Decade 2011-2020, also known as the Istanbul Programme of Action, aims to overcome the structural challenges of the least developed countries (LDCs) through building their human and productive capacities and enabling their graduation from the LDC category. The overarching objective of the Programme is to support the sustainable development of LDCs.
The United Nations support the implementation of the Programme by reporting to the General Assembly on the progress made, challenges encountered and way forward to achieve LDC graduation. At the regional level, ESCAP undertakes the regional review of the Programme through existing intergovernmental process and by producing analytical reports on the planning, implementation, follow-up and evaluation of the progress.
This Expert Group Meeting will bring together eminent experts in the region and beyond to discuss regional perspectives and in-depth country experiences in the implementation of the Programme. It aims to facilitate policy debate and knowledge sharing and to contribute to the discussion of how to make appropriate policy responses that address sustainable development needs and policy challenges in a coherent manner.
The meeting also provides a platform where eminent experts exchange their views on the contents of the Asia-Pacific Countries with Special Needs (CSN) Development Report, which focuses on the development challenges of the region’s least developed countries, landlocked developing countries and small island developing States. The 2018 issue of this report addresses the interdependencies between peace, conflict and sustainable development, with an aim to understand the role of public policies in preventing and mitigating political and social instability in these countries.
III. Organization and participation
The meeting is divided into two different sessions:
Session 1 - Regional implementation of the Istanbul Programme of Action; and
Session 2 - Reviewing the CSN Development Report 2018: Preventing conflict and sustaining peace to foster sustainable development
ESCAP will introduce the topics and make the overview presentations. The discussants will be requested to share their perspectives on priorities for action and on the CSN Development Report 2018.
