Decision No. 1122/1997/QD-TTg on the Tasks, Powers and Organizational Structure of the National Anti-AIDS Committee and of Organizations in Charge of AIDS Prevention and Fight of Different Branches and Levels |

Text: The National Anti-AIDS Committee shall assist the Prime Minister to direct and carry out the work of HIV/AIDS prevention and fight. The Committee shall have the following tasks and powers: - To work out strategy, lines, policies and plans on HIV/AIDS prevention and fight. - To coordinate with a number of concerned ministries in making the annual budget estimate for HIV/AIDS prevention and fight and submit it to the Government for ratification and in allocating the ratified fund for the ministries, branches and localities. - To guide, direct, inspect and urge the implementation of the work of HIV/AIDS prevention and fight in the whole country. - To act as the main body for international cooperation and coordination and management of the country’s, branches' and localities' bilateral and multilateral cooperation on HIV/AIDS prevention and fight. - To coordinate with the concerned ministries and branches in examining, inspecting and settling complaints and denunciations and handling violations of the legislation on HIV/AIDS prevention and fight. - To annually and periodically make reviews and assessment of the HIV/AIDS prevention and fight results. To organise the implementation of the work of AIDS prevention and fight in different branches and levels as follows: the ministries, the ministerial-level agencies, the agencies attached to the Government, the mass organizations and social organizations with their activities involved in AIDS prevention and fight shall set up anti-AIDS steering boards; provinces and cities directly under the Central Government shall set up anti-AIDS committees., districts., provincial towns and cities shall set up anti-AIDS steering committees. The presidents or vice-presidents of the communal People's Committees shall take charge of the work of AIDS prevention and fight in communes and wards.
