In order to achieve the objectives of population and family
planning work and stabilize the population size at reasonable level and
improve the quality of population, the Secretariat of the Party issued
instructions as follows:
-
The executive boards of the Party at all levels and
branches should seriously review the implementation of Resolution No. 4 on
Population and Family Planning Policy; work out solutions to overcome
shortcomings and constraints so as to achieve the objectives set out in the
Resolution. The Party at all levels should integrate the population and family
planning task into their working plans; timely solve specific problems; pay
adequate attention to population and family planning system; and select
competent staff to carry out the work.
Party and Government leaders at all levels should have
serious measures upon those party members and staff who violated the
population and family planning policy. The implementation of population and
family planning policy is a criterion for promotion and recommendation to
participate in Party organizations, Government authorities and mass
organizations at all levels.
Mass organizations and social institutions should have
their own regulations and plans to carry out this policy within their own
structures.

Sufficient funds must be ensured for population and
family planning activities in 1995 according to the national plan which was
already specified by the Government and this fund should be increased in the
coming years. Due to budget constraints, international supports and community
contribution should be increasingly mobilized. Population and Family Planning
Committees at all levels should manage and utilize their allocated budget
effectively. State budget for population and family planning activities should
be openly allocated and the flow of funds to grass-root level must be of great
proportion. Goal-oriented programs should be managed through responsibility
contracts. Local governments are responsible for supervising and monitoring
the correct utilization of funds, waste and corruption must be strictly fined.

IEC services should be further promoted to different
target groups and different zones with adequate forms, help people voluntarily
accept the norm of small family ; well implement the maternal and child
health care and provide a diversified and qualified family planning services.

The Party Boards and the government should issue
unanimous guidance to all branches so that population and family planning
objectives could be integrated into such policies and programs as poverty
elimination, agricultural production promotion, credits for production
development, health care, social welfare improvement etc.

The NCPFP should study and formulate programs to
coordinate social forces participating in population and family planning
programs; urgently overcome constraints on institutional management, training
IEC and family planning services, budget mobilization, and socialization of
family planning work.
