Article 1: Centre for Population Studies and Information is a Centre under the direct management of National Committee for Population and Family Planning (NCPFP) and has functions to carry out scientific research, collection and processing information on population and family planning activities to serve Minister- Chairman of NCPFP to organize and information on population activities done by other bodies under the requirement of NCPFP.

Article 2:  CPSI has following responsibilities:

1. Setting the development directions, long-term and short term programmes and work plans on scientific research and information on population and family planning which will be done by CPSI or by other bodies under the requirements of CPSI.
   
   

2. Organizing the implementation of scientific researches which are mainly on technical research on population and family planning field.
   
   

3. Selecting partnerships, appraising contents and following up process and organizing the approvals of scientific researches on population and family planning implemented by other bodies under the requirements of NCPFP.
   
   

4. Establishing specific technical management in order to serve operating management the population and family planning programmes in the nation wide.
   
   

5. Conducting the collection, processing, analysis, storage, publishing and disseminating either domestic or foreign information on population family planning. Participating as member of information network in Asia and the Pacific region (POPIN)
   
   

6. Exchanging with Institutions and Information Research Centre inside as well as out side of the country on scientific research, training staff and other information in population family planning field.
   
   

7. Implementing the aid projects supported by international as well as domestic organizations which are involved in programmes and plans of international cooperation on population family planning scientific research.
   
   

8. Organizing and managing the library of population family planning field.
   
   

9. Standing member of Scientific Council of NCPFP.

Article 3:  CPSI is a administrative scientific research unit, has its own juridical right and stamp and allowed to open its bank account at State Bank. Its operation fund is come from administrative scientific research fund and from other sources which are used for population and family planning programme and various sources of aids projects and scientific contracts.

Article 4:  Leaders of CPSI are included of one director, and 2 deputy directors, CPSI’s framework includes some units:

1. Population and Family Planning Unit

2. Research Monitoring Unit

3. Information and Documentation Unit

4. Computer Service Unit

5. Administrative and External Relations Unit

Regarding to the functional responsibilities and staff resource given by NCPFP, CPSI Director is responsible to provide concrete functions and responsibilities to mentioned unit as well as to every position of CPSI’ s officers and staff.

Article 5: Administrative Director, Director of Personnel and Training Department and CPSI Director have responsibilities to realize this decision.
