Chapter VIII.
Family Planning and Mother and Child Health Care
Article 43:
Family Planning
-
All persons have the duty
to implement the family planning programme and the right to use the method
of birth control of their own choosing. Each couple should have from one to
two children.
-
The State uses incentive
policies and measures and create the necessary conditions for everyone to
implement the family planning programme. Gynaecology and obstetrics
institutions of the State, collectives or individuals must respect
everyone's desire to use the method of birth control of their own choosing.

The public health
cultural and educational services and the mass media and social
organizations have the duty to popularize and educate the knowledge on
population and family planning programme for the people.

All acts of preventing
or forcing the implementation of family planning are prohibited.
Article 44:
Women's right to have gynaecology care and abortion.

Women have the right to have
abortion if they so desire, to have medical examinations and treatment for
gynaecologic diseases, to have prenatal care, and medical service during
delivery at medical institutions.

The Ministry of Public
Health has the duty to consolidate and expand the network of obstetrics and
new-born health care down to the grassroots in order to ensure medical care for
women.

Medical institutions and
individuals are forbidden to practice abortions or remove IUD's unless permitted
by the health ministry or service.
Article 45:
Employing women
labour
-
Organizations and
individuals employing women labour must observe the regulations on women
healthcare, implement policies towards pregnant women, women in childbirth,
nursing mothers and apply measures of family planning.

It is forbidden to employ
women labour in heavy jobs and jobs harmful to health. Such jobs are to be
defined in a list by the Ministry of Health and the Ministry of Labour, War
Invalids and Social Affairs.
Article 46:
Child healthcare
-
Grassroots medical
establishments take care of the children's health, give them vaccinations,
medical examinations and treatment.

The health service has the
duty to expand and consolidate the network of child healthcare.

Parents and sponsors have
the duty to implement regulations on health check-up and immunization according
to the plan of the grassroots medical establishment, give them medical attention
when they are sick and execute the doctors' advice in medical examinations and
treatment.
Article 47:
Care for handicapped children
The Ministry of Health,
the Ministry of Labour, War Invalids and Social Affairs, have the duty to
organise the care for and apply measures of rehabilitation for handicapped
children.
Note:
Other chapters of the document deal with general stipulations, hygiene,
functional rehabilitation, treatment, traditional medicine, preventive and
curative drug, health care for the elderly and invalids, inspection, and award
and penalties.
