Text: Article 1: To set up the National Committee for Population and Birth Control. (…) Article 2: The National Committee for Population and Birth Control is designated to assist the Council of Ministers in directing population and birth control activities, coordinating with line ministries and mass organizations to carry out population and birth control work throughout the country, specifically:
Article 3: The committee is provided with its own seal and annual fund estimated by the Committee itself. The Headquarter of the National Committee for Population and Birth Control is housed at the Ministry of Health Headquarter. Its standing secretariat comprises full-time staff nominated by the Ministry of Health. Each member branch and mass organization nominates their department directors or deputy directors to be a member of Secretariat and work part-time. Article 4: A special committee for population and birth control in each province, city and special zone is set up to assist people's committees at all levels in directing population and birth control in their localities. Members, organizational structure and working regulations of the provincial population and birth control committee are similar to those of the National Committee for Population and Birth Control. It is chaired by chairman or vice-chairman of the people's committee of the province/city or special zone. The population and birth control work of districts, communes, and factories, hospitals, schools, militant units, etc. is carried out by a birth control board established under the directive No.29-HDBT issued by the Council of Ministers on 12 August 1981. Agencies, institutions of higher level stationed in the localities are monitored by local people's committees. Article 5: Minister-Secretary General of the Council of ministers, ministers, chairman of the State Planning Committee, heads of the line ministries under the Council of Ministers, Chairmen of provincial/city people's committees and the above-mentioned persons are responsible for executing this decision. Note: Other part of the Article 1 lists the members of the National Committee for Population and Birth Control.
