4.2 Expanding the role of families and communities in social services
provision.
(1) Emphasize participation by families and communities in organizing
community welfare, particularly for vulnerable and disadvantaged community
members such as isolated poor families, people living with HIV/AIDS and
abandoned young and elderly people.
(2) Design ways in which the community can play a greater role in monitoring
social services so as to ensure they develop to meet established standards.
(3) Encourage communal activities and the provision of communal facilities
such as public parks, sports and recreation centers, to strengthen family and
community ties.
