Subject:    Authorizing Nurses and Midwives of the Rural Health and Family Planning Centers to Perform Pelvic Examinations and to Insert/Remove IUD After Completion and Certification of the Required Training

All Regional Health Directors are hereby directed to authorize Municipal Health Officers or the Rural Health Officers or the Rural Health Family Planning Center Physicians to allow Nurses and Midwives, who have satisfactorily completed the required training and certified by the Professional Regulations Commission, to fully implement in their respective areas of assignment the provisions of P.D. 79 particularly with reference to the full utilization of these nurses and midwives in the delivery of Family Planning services including the performance of pelvic examinations and insertion/removal of IUDs, even in the absence of the Physician.

Nurses and midwives who have been trained to deliver family planning services which includes IUD insertion/removal, should follow the SOPs embodied in the DOH Procedural Manual in order to safeguard the health and welfare of the individual client.

The Municipal Health Officers or the Rural Health Family Planning Center Physicians are to provide back-up support and whatever additional training, supervision and guidance is necessary and called for in order to further enhance the proficiency and competency of the nurses and midwives concerned.
