Program (PPP)

Text:
The government's concern for population welfare is expressed
in the 1987 Philippine Constitutions' Declaration of Principles and State
Policies, which recognizes the sanctity of family life, protects and strengthens
the family as a basic social institution. The improvement of the human life in a
just and humane society is the ultimate goal of the population program.
Accordingly, an integral part of the government's population policy is the
provision of support to the efforts directed towards achieving consistency
between the country's population growth rate and the state of its resources as
well as a more balanced population distribution within the context of human and
family welfare.
In view thereof, you are hereby enjoined to:

Insure integration of local population welfare program in the
development planning efforts and provide adequate corresponding financial
support to local annual budget.
Local Development Plan/Annual Investment Programs
(AIPs)
formulated by the local government units should spell out an integrated and
coordinated approach to the delivery of health, nutrition and family planning
and welfare services for its constituents. Funding support to implement its
various projects and activities should be provided if necessary. These may be
funded from local funds, 20% Development Fund, NALGU funds, and other sources
and should be in conformity with DILG MC 86-41.

Organize/establish functional local population development
committees at your level.
Local population development committees shall be organized as
a sub-committee of the provincial/municipal/barangay development councils. They
shall formulate an integrated approach to the delivery of health, nutrition and
family planning services, develop programs and projects and coordinate efforts
of various government and non-government entities involved in the program.

Mobilize the private sector and other non-government
organizations (NGOs) to actively participate in the population welfare program.
A sustained and continuing
multi-sectoral effort in program
implementation by the government and the private sector and other non-government
organizations shall be encouraged.

Deploy adequate Provincial Population Officers (PPOs), City
Population Officers (CPOs) and Municipal Population Outreach Workers (MPOWs) and
mobilize community-based networks for service delivery and provide the necessary
logistics and funding support to allow greater mobility in their respective
areas of assignment.
To continue the process of institutionalizing the population
program at the local level, the cadre of population workers that provide the
motivational, referral, re-supply, reporting and back-up support to
participating agencies should be fully supported by the local government units
concerned.
