The Government shall carry out guidance with respect to all activities related to efforts for population development and the development of happy and prosperous families.

The guidance carried out by the Government as intended by section (1) shall have the objective of:

1. ensuring smooth implementation and carrying out supervision in order that efforts to control the size of the population, the development of population quality, and the guidance for population mobility are in accordance with the objectives of population development;
2. ensuring smooth implementation and carrying out supervision in order that family planning and other efforts can realize happy and prosperous families.

In the framework of carrying out guidance as intended by section (1), the Government shall be obligated to:

1. collect, process, and analyze information for the monitoring of efforts for population development and the development of happy and prosperous families;
2. forecast from time to time and set goals for population development and the development of happy and prosperous families in national development planning;
3. control the impact of development on population development and the development of happy and prosperous families, as well as the impact of population development and the development of happy and prosperous families on development and the environment;
4. make efforts and take steps to overcome problems related to population development and the development of happy and prosperous families.

In addition to activities as intended by section (3), the Government and or society shall be obligated to carry out:

1. public communication, information, and education on population development and the development of happy and prosperous families;
2. guidance to promote the smooth implementation of efforts for population development and the development of happy and prosperous families;
3. research and development in the field of populations affairs and family welfare;
4. other activities needed.

In order to enforce the provisions of this Law, the Government shall take actions and steps to promote the improvement of efforts for population development and the development of happy and prosperous families.

The Government actions and steps as intended in section (1) shall be regulated by laws and regulations.
