In order to realize the directions and objectives of population development as intended by Article 3 section (1) and Article 4 section (1), efforts shall be carried out to control the size of the population, to develop population quality, and to guide population mobility.

In order to realize the directions and objectives of the development of happy and prosperous families as intended by Article 3 section (2) and Article 4 section (2), efforts shall be carried out foster and develop family quality.

The carrying out of efforts as intended by section (1) and section (2) shall be performed by the Government and or by society in an integrated manner together with other efforts with due regard to natural support, constructed environmental accommodation and social environmental accommodation.
