CHAPTER III
RIGHTS AND OBLIGATIONS
Article 5
-
Every person has equal rights and obligations in the
efforts of population development and the development of happy and prosperous
families.
-
The rights and obligations of every person as intended by
section (1) comprises all dimensions of the persons including the dimension as
private person, family member, member of society, citizen, and Collectivity of
quantities.
Article 6
The rights of persons in connection with the dimensions of the person
comprise:
-
the rights of a person as a private individual including
the right to form a family, the right to develop one's own qualities and the
quality of one's life, as well as the right to reside in and to move to an
environment which is harmonious, proportional and balance with one's self and
capabilities;

the rights of a person as a member of society including
the right to develop cultural wealth, the right to develop mutual capabilities
as a group, the right to utilize a customary territorial heritage, as well as
the right to preserve or develop the behavior of cultural life;
-
the rights of a person as a citizen including recognition
of equal dignity and status, the right to earn and maintain a livelihood;
-
the rights of a person as a collectivity of quantities
including the right to be considered in policies for population development and
the development of happy and prosperous families in national development.
Article 7
Every person as a member of a family has the right to build a
happy and prosperous family by having an ideal number of children, or by
adopting children, or by providing education to children on living as a family
as well as other rights in order to create a happy and prosperous family.
Article 8

Every person shall be obligated to create and preserve
harmony, proportion and balance between one's quantity, quality and mobility and
the environment as well as with due regard to economic capabilities,
socio-cultural values, and religion.

In order to achieve harmony, proportion and balance as
intended by section (1), every person shall be obligated to develop one's own
qualities through improving health, education and the quality of the
environment.

In order to monitor the development of harmony,
proportion and balance as intended by section (1), every person shall be
obligated to register every birth, death, and move, in accordance with the
provisions of prevailing laws and regulations.
