Concerning Population Development and the Development of Happy and Prosperous Families


CHAPTER I

GENERAL PROVISIONS

Article 1

In this Law:

  1. Population means persons in their dimensions as private individuals, family members, members of society, citizens, and collectivities of quantities which reside in one place within the boundaries of the territory of the state at a particular time.



  2. Population affairs means matters relating to the size, main characteristics, growth, distribution, mobility, dispersal, quality, condition of welfare with respect to the political, economic, social, cultural, religious and natural environment of the population.



  3. Population development means all activities in connection with changes in the condition of the population which includes quantity, quality, and mobility which have an influence on development and the natural environment.



  4. Population quality means the condition of the population in its physical and nonphysical aspects as well as devotion to God Almighty which constitutes the basis for developing capabilities and for enjoying life as a human being with culture personality and dignity.



  5. Population self-reliance means the mental attitude of the population in making the optimal use of its capabilities and potential for itself and for development.



  6. Vulnerable society means a population which in several dimensions in does not have or lacks opportunities to develop its potential as a result of its physical and non-physical condition.



  7. Population mobility means the spatial movement of population beyond the administrative boundaries of Level 11 Regions.



  8. Population distribution means the spatially dispersed condition of the population .



  9. Population dispersal means the efforts to change the population distribution so that it will be in harmony, proportion and balance with what the environment can support and accommodate.



  10. Family means the smallest unit of society consisting of husband and wife, or husband and wife and their children, or a father and his children, or a mother and her children.



  11. Happy and prosperous family means a family which is formed on the basis of a legal marriage, capable of adequately fulfilling spiritual and material needs, devoted to God Aimighty, possessing harmonious, proportionate, and balance relations among its members and between the family and society and the environment.



  12. Family planning means the efforts to increase society's concern and participation through delayed marriage, birth control, fostering family resilience, improving family welfare to create small, happy and prosperous families.



  13. Family quality means the condition of a family which includes aspects such as education, health, economics, socio-cultural, family self-reliance, and mental, spiritual and religious values which constitute the basis for achieving happy and prosperous families.



  14. Family self-reliance means the mental attitudes in the efforts to increase the society's concern in development, to raise the marriage age, foster and improve family resilience, control birth and develop the quality and welfare of families, based on awareness and responsibility.



  15. Family resilience means the dynamic condition of a family possessing persistence and strength and physical-material and mental spiritual-psychological capabilities to live in self-reliance and to develop itself and its members to live harmoniously improving its physical welfare and spiritual happiness.



  16. The norm of the small, happy and prosperous family means a value which is consistent with the religious and sociocultural values inherent in individuals, families and society, which is oriented towards a happy and prosperous life with an ideal number of children to achieve physical welfare and spiritual happiness.



  17. Environment means the unity of space with all things, forces, conditions and living beings, including human beings and their behavior, which affects the continuity of the life and welfare of humans and other living beings.



  18. Natural support means the ability of the natural environment with all its elements and resources to support the continuity of human life and the life of other beings.


  19. Constructed environmental accommodation means the ability of the man-made environment to meet the needs of the life of the population.


  20. Social environmental accommodation means the ability of human beings and different population groups to live together as one society in a harmonious, proportional, balanced, peaceful, orderly and secure manner.
