4. Vigorously promote quality of care and establish a working mechanism integrating publicity and education, scientific management and comprehensive services

1. Strengthen family planning publicity and education to promote change of people's thinking about marriage and childbearing. Population and family planning publicity and education is an important component of the Party's propaganda work. Departments such as propaganda, education, science and technology and culture shall make concerted efforts to publicize population and family planning through the media and other forms to help create an atmosphere conducive to family planning implementation. Governments at all levels shall take actions to deepen the campaign of introducing new marriage and childbearing styles into thousands of households, and develop and distribute publicity materials catering to ethnic needs. Efforts shall also be made to disseminate knowledge and information about family planning, healthy birth and child rearing and reproductive health among the masses and help people change their mindset about marriage and childbearing to have deferred marriage and childbearing, fewer but healthier birth without a gender bias. Party schools, leaders' schools and League members' schools shall offer population theory courses and lectures, and courses shall be offered to middle school students and over on population theories, physiological hygiene, puberty and sexual health.

2. Enhance administration by law to safeguard clients' lawful rights and interests in implementing family planning. Leaders at all levels need to strengthen their awareness of law, develop a client-centered and service-oriented approach rather than a coercive style and establish a mechanism integrating administration by law, villagers' autonomy, quality of care, policy measures and comprehensive management; improve the responsibility system for family planning administration, emphasize strict and civilized law enforcement to safeguard people's corporal and property rights and other lawful rights and interests; strictly prevent the occurrence of serious crimes arising from improper law enforcement; conform to the various standards for family planning services and strictly prohibit unjustifiable fee-charging or fining.

3. Promote quality of care focusing on technical services to improve clients' reproductive health. Family planning departments is an organ responsible for comprehensive management of population and family planning technical services. Resources currently available at family planning technical service institutions shall be made best use of to provide quality family planning technical services, reproductive health services and MCH services centering on childbearing, birth control and infertility, and provide preventive technical services such as healthy childbirth and rearing and intervention in birth defects to improve the overall quality of population.

Family planning technical service institutions must adhere to the principles of "serving the grassroots, rural households to the door" to provide community-based contraceptive, birth control and reproductive health services and promote safe, effective and proper contraceptives, in particular, long-acting methods that cater to ethnic culture and customs and easy to use; actively and steadily promote informed choice of contraceptive methods; universalize reproductive health services focusing on general examination and treatment of gynecological diseases; enhance scientific research and technical renovation in the family planning field; pay attention to development and promotion of new technologies and products in respect of contraception, birth control, healthy birth and rearing and reproductive health; and strengthen market management of family planning technology, contraceptives and reproductive health products in order to protect clients' health.
