  1. Vigorously develop the social security undertaking for family planning. Conduct pilot work on establishment of old-age insurance system for rural only-child and two-daughter families, and spread it province-wide; establish and improve the urban social security system concerning old-age, medical care, fertility and social welfare. Localities may, based on local conditions, raise the standard of health care allowance for only-child households. The only-child health care allowance shall be used for old-age insurance of the only children only and cannot be appropriated for other purposes.

  2. Improve the population and family planning work in urban areas. Improve the population and family planning management system in urban areas, establishing a mode of management characterized by "the employer bearing responsibility, regulatory department guaranteeing, local government taking the lead, and coordination between regulatory departments and local governments". Incorporate the population and family planning work into the community management and service system, implementing community-based programs focusing on production, daily life and fertility of people; pay special attention to family planning management and services among special groups such as laid-off workers, relocated households, self-employed people and temporary residents. Enterprises and institutions of various types of ownership and social groups must, in accordance with relevant laws and regulations, assume responsibility for family planning management and accept supervision of the host city government and village/community committees entrusted by local government.

  3. Ensure spending in population and family planning. Family planning is a public interest of remarkable social benefit. Governments at all levels shall take population and family planning spending as capital investment in socioeconomic development and incorporate it into the local budget. They shall also make efforts to raise the overall level of spending in population and family planning, ensuring that the increase rate of family planning funding is faster than that of fiscal revenues. By the end of 2005, annual spending by governments at all levels must reach RMB10 per head and increase proportionally on a yearly basis. Social compensation fees (fines for out-of-plan births) and township family planning funds, after being incorporated into the local budget, must be returned and used for family planning. Local governments shall step up supervision and examination of the levy, management and usage of social compensation fees and deal with violations seriously.

  4. Emphasize family planning team-building at county and township levels. Family planning organizations at all levels shall maintain team stability in government restructuring. Party committees at all levels shall pay attention to the buildup of leadership and training and promotion of family planning cadres. Leadership of the family planning department shall consist of at least one medical professional. Family planning workers with high moral and professional qualifications shall be promoted to more important positions. Candidates for honors such as model workers, NPC representatives and CPPCC members shall comprise family planning workers. The post allowance for family planning workers at county and township levels can be raised to RMB60/month and those winning honorary titles may get a one-time reward.
