Implement in earnest the Law on Health of Mother and Infant of the PRC and the Regulations on Health of Mother and Infant of Henan Province; establish and improve MCH institutions at all levels; strengthen buildup of the obstetric department in township hospitals and improve the conditions and facilities there to enable them to provide midwifery and first-aid services; raise the hospital delivery rate and modern midwifery rate in rural areas; and by 2000, increase the penetration of obstetric first-aid knowledge and technical training of health care workers at township MCH hospitals to 85% and the retraining rate of village birth attendants in poor areas to 80%.

Establish an MCH health monitoring network and a regular reporting system; and establish and improve the reporting system on maternal mortality, infant mortality and birth defects.

Develop systematic maternal health care services; prevent diseases common for motherhood during pregnancy, childbirth and puerperium and for fetus and perinatals; universalize the technology of resuscitating newborns; and reduce neonatal mortality.

Increase the penetration of health education on women; provide tailored health education on sex, self-protection and child-rearing to women of different age groups, including childhood, puberty, reproduction, menopause and old-age; give full play to women's role in family health care.

Strengthen the development, research and promotion of health care products conducive to women's physical and mental health.

Conduct screening, prevention and treatment of gynecological diseases, in particular those seriously threatening the health of rural women.

Improve the immunization of pregnant and reproductive-age women against tetanus toxin in high-risk areas; and publicize knowledge about child immunization among women so as to further reduce the incidence and mortality of relevant diseases.

Promote the use of iodate supplemented by taking iodipin tablets among target people to meet women's need for iodine; and by 2000, provide all newly-wed and pregnant women lacking iodine with iodipin, in an effort to eliminate possible damage to children's intelligence resulting from iodine deficiency on the part of women during pregnancy and breastfeeding.

Improve the ecological environment; through programs to control flood and divert water, convert stoves and upgrade toilets, improve environment and public hygiene, reduce damage to women's health caused by environmental reasons; and improve treatment of patients with fluorine-stained teeth and fluorine bones.
