1. Further improve women's health conditions.

• Extend the coverage of maternal health care and that of maternal health education to over 85% of the target population respectively

• New midwifery rate reaches over 95% in rural areasHospital delivery rate exceeds 65% for rural women and the maternal mortality rate drops by half from 1990

• Raise the immunization rate for tetanus toxin among women of childbearing age and pregnant women to over 85% in high-risk areas, and eliminate tetanus neonatorum

• Secure women's right to family planning, forbid discrimination against and abuse of women giving birth to baby girls, infertile women, and baby girls, prevent skewed sex ratio and optimize population structure.

2. Advocate the establishment of families of equality, civility, harmony and stability.

3. Advocate shared responsibility in household chores and child-rearing; disseminate knowledge and experience concerning education of children among parents

• Strictly forbid bigamy

• Resolutely prohibit interference with people's freedom of marriage

• Improve marriage management and prevent illegal marriage

4. Effectively check violence against women and crack down on abduction of and trafficking in women and prostitution.

• Basically contain serious crimes in abduction of women

• Basically check prostitution

• Eliminate infanticide
