Chapter 2 Management and Services

Article 10 The governments and family planning authorities of the hometown and the host city shall be responsible for the family planning publicity and education work among the floating population, providing them with tailored information about family planning policies and regulations, contraception and birth control, healthier childbirth and rearing and reproductive health.

Article 11 Family planning technical service institutions in the host city shall provide migrant married women of childbearing age with services concerning contraception, birth control and reproductive health related to family planning.

Article 12 Migrant married women of childbearing age shall receive contraceptive checkups and adopt contraceptive measures at the family planning technical service institutions in the host city and send the contraception and birth control certificate back to their hometown government or neighborhood committee.

Article 13 For those who have received contraceptive checkups in the host city, their hometown government or neighborhood committee shall not require them to return to their hometown for such checkups.

Article 14 Fertility applications filed by migrant married people of childbearing age shall be handled by the relevant authorities at the women's hometown in line with relevant regulations.

Article 15 With a birth permit issued by the county family planning authorities or township/town government or neighborhood committee in their hometown, migrant married people can give birth in the host city.

Article 16 Under the guidance of township/town government or street office, villagers' committees or residents' committees shall be responsible for the family planning work of the floating population in their jurisdiction and shall report to the former any inflow or outflow of people in a timely fashion.

Article 17 The host government or neighborhood committee shall report the reproductive conditions of the floating population to their hometown government or neighborhood committee in a timely manner.

Article 19 Employers of migrant people shall be responsible for managing their family planning needs and be subject to supervision and inspection by local government and family planning authorities above county level.

Article 20 Employers and landlords of the floating population shall report in a timely fashion to local township/town government or street office of any out-of-plan pregnancies or births of these people.

Article 21 Governments at all levels shall secure funds needed for management of family planning among the floating population.

Article 22 Costs of contraception and birth control operations for migrant married people of childbearing age shall be borne by their employer, if any; if unemployed, they may have the expenses reimbursed by their hometown government or neighborhood committee.

Article 23 Only-child allowances of migrant people shall be paid by their employer, if any; for the self-employed, the allowances shall be paid by the self-employed workers' association in accordance with the Regulations on Family Planning of Heilongjiang Province; for other people, the allowances shall be borne by their hometown government or neighborhood committee.

Article 24 The host city government or neighborhood committee shall collect in time family planning management fees from migrant people. This fund shall be used for the following purposes:

  1. Contraception and birth control, healthier childbirth and rearing, reproductive health counseling and publicity and education;

  2. Buildup of family planning service institutions for the floating population;

  3. Training of family planning management;

  4. Travel and communication expenses of family planning officials of the host city incurred for notifying or seeking information from the hometown authorities of migrant people;

  5. Creation of files for management of family planning among migrant people;

  6. Supplementary funding for purchase of contraceptives and contraceptive and birth control operations.
