Text: The Method for Managing Family Planning for Floating Population of Anhui Province was passed at the 65th Executive Meeting of the Anhui Provincial Government on October 31, 2000 and will take effect on January 1, 2001. Governor: Xu Zhonglin Chapter 1 Management at Place of Permanent Residence Article 9 Migrant married women of childbearing age shall, in compliance with requirements of their home township/town governments or neighborhood committees, have regular gynecological check-ups at their present places of residence and send the results, verified by local family-panning administration, back to the authorities at home in a timely fashion. Article 10 Migrant adults, when applying for a work permit, shall submit a Fertility Certificate; otherwise, the labor department shall not issue a work permit. Article 12 The host township/town governments or neighborhood committees, after being informed of the contraceptive conditions of migrant women, shall not ask them to go back home for routine gynecological check-ups. Married women of childbearing age who fail to send back their records of gynecological check-ups for a consecutive six months shall, as required by their hometown governments or neighborhood committees, go back home for routine gynecological check-ups within a designated period of time. Chapter 2 Management at Current Place of Residence Article 15 Migrant married people of childbearing age who want to have a child shall first obtain a birth permit from their hometown governments or neighborhood committees and then secure approval by their host governments. Article 18 Public security, industrial and commercial administration, labor, construction, health and transportation departments shall inform family planning authorities or the recipient governments of statistical data about the migrant population and assist in dealing with violations of this Method. Article 22 Birth control operation expenses of migrant married people of childbearing age shall be borne by their employers, if any; if unemployed, they may have the expenses reimbursed by their hometown governments or neighborhood committees with certificates issued by their host governments. Medical expenses incurred from unplanned pregnancy and childbirth shall be borne by themselves. Expenses for routine gynecological check-ups shall be borne by migrants themselves. |
