Chapter 2 Premarital Health Care

Article 12 Couples who have been identified through premarital medical examination to have any of the following diseases shall take long-acting contraceptive measures or have sterilization:
1. Serious genetic diseases that are medically considered not appropriate for childbirth;
2. Moderate genetic mental retardation on the part of both parties or serious genetic mental retardation on the part of one party;
3. Local cretinism on the part of both parties or the woman.

Article 13 A first-diagnosis report system shall be applied for epidemics, serious genetic diseases, mental problems and diseases specified in this Regulation.

Chapter 3 Maternal Health Care

Article 16 Sex identification of fetus through technical means shall be strictly forbidden except where medically warranted and, in such cases, prior permission from public health authorities above city level is needed.

Chapter 4 Child Health Care

Article 23 Parents or guardians of newborns shall, within two weeks of birth of the baby, obtain a Birth Certificate from one of designated medical or health institutions. They shall bring along their handbooks for maternal and child health care to the institution. Furthermore, they shall, on a regular basis, take their baby to the hospital for routine physical examination and immunization.
