Text:

The Ministry of Health and State Family Planning Commission in September 19, 1986 had transmitted "The Notification on Prohibition from Fetal Sex Identification" by Beijing Family Planning Commission and Beijing Health Bureau. In May 1989, Ministry of Health again released the " Urgent Notification on Prohibition from the Fetal Sex Identification by the Medical Techniques and Artificial Insemination". After the issuance of two notifications, the relevant departments and units have taken the corresponding measures for strengthening the management. However, cases of fetal sex identification happened occasionally. In order to safeguard the long-term interests of nation and stability of the country, it is necessary to reaffirm that except for the diagnosis of the hereditary diseases, any units and departments are strictly banned to conduct fetal sex identification by using the medical techniques such as the B-scanner, chromosome techniques and etc. Every department and unit should seriously implement this notification and strengthen the management. The measures should be taken in line with the local conditions.
