Notification on Adhering Firmly to Seven Disciplines in the 
Enforcement of Family Planning Laws and Regulations

After two-decade endeavors, remarkable achievements have gained in China's family planning work. These achievements are attributed to the efforts of cadres at all levels and family planning workers at the grassroots level. In order to strengthen and expand the achievements in family planning field, upgrade the level of family planning law enforcement in a just and civilized way as well as to eliminate the occurrence of malignant incidents, it is time to put forward the "Seven disciplines".

"Seven disciplines" is formulated by State Family Planning Commission to address the problems in the family planning work at grass-roots level. It is against those wrongdoings which breach the principle of serving the people, undermine party and government's prestige and image of family planning work among the people. Those wrongdoings are also detrimental to the sound development of family planning work and social unity and stability.

"Seven disciplines" reflects the policy and methods of family planning work, e.g. " to intensify the work and do a better job". It will be of great significance to ensure the people's rights and interests, improve the level of family planning work, serve for the core of economical development and safeguard the social stability and national unity.

Family planning departments at all levels should implement the seven prohibitions strictly. Seven prohibitions should be conveyed to every family planning department and their staff. While protecting the enthusiasm of family planning workers at grassroots level, the legal, moral and ethical education must have been increased so as to promote the deep understanding that family planning work concerns the people's rights and interests. They should serve the people wholeheartedly and perform their duties in accordance with laws.

Seven Disciplines

  1. It is not allowed to illegally detain, beat and humiliate any person who does not obey the family planning regulations. Neither do this to his or her relatives.



  2. It is not allowed to destroy the property, crops and houses of any person, who does not obey the regulations of family planning.


  3. It is not allowed to raise a mortgage without any legal procedure on property of any person who does not obey the family planning regulations for family planning fee.


  4. It is not allowed to impose any unreasonable confiscating items and fines.


  5. It is not allowed to implicate relatives, neighbors and others in a case concerning the person who does not obey the family planning regulation. It is not allowed to retaliate upon persons who make complaint or report.


  6. It is not allowed to disapprove the legal childbearing for the reason to fulfill the population target.


  7. It is not allowed to organize pregnancy check-ups for unmarried women.
