The Madrid International Plan of Action on Aging
(MIPAA) adopted by the Second World Assembly on Ageing
in 2002 marked a milestone in international effort
to respond to the challenges of population ageing.
It called for changes in attitudes, policies and practices
at all levels in all sectors, so that the enormous
potential of “a society for all ages”
in the twenty-first century may be fulfilled.
The United Nations Commission for Social Development,
in its resolution 44/1 of 17 February 2006, requested
ESCAP as one of the UN regional commissions to identify
appropriate modalities for conducting the regional
review and appraisal, and encourages it to convene
regional review and appraisal activities. The same
resolution also decided to start the first global
cycle of review and appraisal of the MIPAA in 2007
and to conclude it in 2008. Furthermore, the Economic
and Social Council, in its latest resolution (E/CN/5.2007/L.4)
requested the regional commissions to forward their
findings of the first review and appraisal to the
Commission at its forty-sixth session in 2008.
In response to the growing regional interest in population
ageing and its socio-economic implications, ESCAP
held in October 2004 the “Regional Review Seminar
on the Implementation of the Shanghai Implementation
Strategy for the Madrid International Plan of Action
on Ageing and the Macao Plan of Action on Ageing in
Asia and the Pacific” in Macao, China. The Seminar
succeeded in broadening policy and programme relevant
information sources, through the use of participatory
bottom-up data collection, to review MIPAA and consequently,
and asked the secretariat to organize a follow-up
High-level Meeting a year before the anticipated five-year
global review of MIPAA. To that end, and also to better
align the global review process, the secretariat decided
to organize the Meeting in October 2007.
Toward the High-level Meeting, ESCAP developed a road
map and carried out three preparatory expert group
meetings; the first was on health and long-term care
needs, held in Jakarta (August 2005); the second on
integrating ageing in development policies, in Shanghai
(June 2006); and the third was held in Bangkok (March
2007) to discuss enabling environments and set the
agenda of the Meeting. Each of these meetings was
underpinned by the latest research related to the
main three pillars of MIPAA – i.e., Older persons
and Development, Health and long-term care, and Enabling
and supportive environments. Every effort was made
to contextualize the findings and recommendations
of these three meetings.
| II. Objectives
of the High-level Meeting |

The objectives of the proposed Meeting are: 1) to
review the developments in the area of ageing in Asia
and the Pacific; 2) to review and appraise the implementation
of MIPAA in the region, by considering the findings
of national reviews, sharing experiences and good
practices, and 3) to identify priorities for further
actions in implementation of MIPAA. Within the framework
of MIPAA, the meeting will pay particular attention
to the priority areas of concerns in the region identified
in the past expert group meetings.
The Meeting will take place in Macao,
China, from 9 to 11 October 2007. The
venue of the Meeting will be Tourism Activities Centre.s
High-level officials and Governments focal point
on ageing of members and associate members of ESCAP
will participate in the Meeting. Representatives from
the relevant offices of the United Nations system,
civil society and academics are also expected to attend.
