Key Characteristics of the Bangkok, Beijing & New Delhi Pilot Projects

  • New Delhi: Ministry of Urban Affairs & Employment, Government of India.


Site Characteristics

  • Bangkok: Commercial & educational.
  • Beijing: Residential, commercial & educational.
  • New Delhi: Government & public buildings.

Focus of renovations

  • Bangkok: Footpaths, street furniture & bus stops.
  • Beijing: Entrance & kerb ramps, Braille blocks, sound signals, bus stops, toilets and housing.
  • New Delhi: Public buildings & surrounding external environment.


User group participation

  • Bangkok: Design of Braille blocks & on-the-spot inspection.
  • Beijing: All main activities: needs assessment, planning, inspection.
  • New Delhi: Entire process: site surveys, planning, inspection, decision-making, continuous follow-up.

Expansion outside pilot project site

  • Bangkok: Footpaths with Braille blocks & kerb ramps.
  • Beijing: Pavements with Braille blocks; ramps at overhead walkways & underpasses; 56 projects to mark the 50th anniversary of the founding of the People's Republic of China included access features.
  • New Delhi: Access features of 4 key government buildings.


Legislative development

  • Bangkok: Guidelines for BMA, Draft Ministerial regulations.
  • Beijing: Revision of Design Code, rules & regulations on implementation of the Design Code.
  • New Delhi: Model building by-laws. Formulation of guidelines on space norms and standards for barrier-free environments.


Future development and sustainability

Bangkok:

  • Increase Braille footpaths
  • Install accessible street furniture
  • Improve on-site building access
  • Issue & enforce access regulations


Beijing:

  • Revise Design Code based on pilot project and other implementation experiences
  • Enforce: all new buildings to comply with Design Code
  • Continue public awareness campaign
  • Include accessibility in teaching curricula
  • Train technical personnel

New Delhi:

  • Incorporate model building by-laws into building by-laws
  • Integrate barrier-free design as part of planning & architecture curricula
  • Continue to expand training for technical personnel
  • Strengthen awareness-raising
